OWNERS of horses entered for the Dublin Horse Show must ensure their animals are in the correct ownership before the show which runs from August 6th-10th. The RDS are working with Horse Sport Ireland to ensure all owners are aware of the legal requirement, which will be enforced on entry to the show.
Horse Sport Ireland has given a current turnaround time of five days for ownership transfer and added that passports should be sent by registered post “and to ensure timely delivery of the horse’s passport to its new owner, we recommend that the passport is received by HSI by July 23rd. This is to ensure it is received back within plenty of time, as this is always a particularly busy period, particularly for change of ownership applications ahead of the Dublin Horse Show.”
Instructions on how to complete a change of ownership via Horse Source are listed on page 71. The cost of an ownership transfer is €49.20 via Horse Source and €74.20 for a paper application. There is a €150 fee for a same-day turnaround.
It is a legal requirement to report changes of horse ownership to the Passport Issuing Organisation (PIO) who issued the original passport for a horse. If an imported equine already has a compliant passport, that document must be lodged with an appropriate Irish PIO within 30 days of import, from where the animal details will be recorded.
Influx
Leisure Horse Ireland (LHI) has seen an influx of change of ownerships this week since highlighting on social media that it must be in order for the RDS. The cost of ownership transfer with LHI is €25 and the standard turnaround time is two to three working days. There is a €20 fee for an urgent request. LHI can only complete a change of ownership for a horse within its own studbook as well as foreign imports who need to be lodged on AIMS (Animal Identification and Movement system). Ownership transfer for a foreign-registered horse is €50.
The Warmblood Studbook of Ireland is the PIO for warmblood horses and offers a transfer of ownership guaranteed within five days at a cost of €55.35. For a foreign imported horse with a guaranteed timeline of five days, the fee is €61.50.
The other DAFM-approved PIOs for sport horses and ponies include the Connemara Pony Breeders’ Society and the Kerry Bog Pony Co-op Society.
